What If Jason Bourne Were a Cyberweapon?

The first concern that engineers express about new technologies is inevitably privacy, and machine intelligence is no different. Take your iPhone. It is, basically, a computer, and it carries an awful lot of information about you. It?s got a camera, a microphone, a GPS that gives your location. The kind of information it collects is very telling about you and your habits. And the degree to which this information is collected and made available is only going to increase. Many policymakers and computer experts are thinking up ways of using the kind of data that cellphones collect to improve such things as traffic control and public health. If you?re home with the flu, for instance, health officials could use your cellphone data to figure out who got within three feet of you in the past few days, when you were at the peak of contagiousness, and use that information to help contain the spread of infection, perhaps by contacting those people and informing them that they are about to be sick and are unwittingly at that moment spreading infection.

Flipboard beta coming to all Android devices soon, hopes to handle resolution variety with poise (updated: it's live!)

Flipboard on Android

Eagle-eyed readers might remember that Flipboard's long-awaited port to Android started with a fair amount of confusion; it showed up (seemingly at random) on Samsung's Galaxy S III, but soon after, we learned that it would only be available for that very phone over on the Android side of things. Recently, we uncovered the story of why, and what the company's planning for the future. Put simply, that "device diversity" that keeps developers on their toes is at the forefront of the issue here. For those unaware, Flipboard is quite the polished app over on iOS, and the outfit didn't want its product to offer a subpar experience on competing platforms. In order to gain a better grip on the app's appearance in the land of mobile desserts, it teamed up with Samsung to focus on a single screen, and a single screen resolution. Naturally, it's expecting a huge amount of GSIII shipments, so that's certainly not a bad device to start on. But in the effort of understanding Flipboard's future on Android, it's important to note that whole "start" phrase.

Turns out, the company's eerily close to having a build ready for the rest of the Android smartphone universe. But, smartly, it's planning to release it to a small subset of users with a clear 'beta' label. The idea here is to offer it up to savvy Android users who understand the art of sideloading an APK, giving them the tools to submit bug reports and help polish up Flipboard on the many, many variations of devices out there. Truth be told, we wish more app makers would give this approach a try. Tossing that 'beta' label on there keeps expectations in check, and allowing early adopters to chime in with bugs enables the final product to be that much more stable across a wide gamut of screen resolutions. We weren't able to nail down a specific launch date, but Android aficionados hoping to get a few flips in shouldn't have to wait too many more months before that beta offering is made public. In the meanwhile, there's always the renegade method -- but of course, we'd caution that you proceed at your own risk.

Update: It's here! Tips are pouring in from folks that have received an email from the Flipboard team with a direct link to the APK. If you haven't gotten the message yet, no worries, you can download it and sideload it yourself here.

[Thanks to everyone who sent this in]

Huawei files EU antitrust complaint against InterDigital

Image

Huawei has filed an EU antitrust complaint against InterDigital to end its "abuse" of the allegedly standards-essential patents it controls. The company has urged the commission to examine its demands, which are considered too hefty to come under the protection of FRAND terms. The shoe normally resides on the other foot, with InterDigital previously instigating battles with Nokia, Samsung and ZTE. This time, it looks like the Chinese giant was tired of being pushed around by what it's derisorily called a non-practicing entity -- which we've taken to be a polite euphemism.

Romney: American kids get 'third-world education'

WASHINGTON (AP) ? Charging that American students are getting a "third-world education" under President Barack Obama, Republican presidential challenger Mitt Romney on Wednesday proposed a voucher-style system that could significantly alter the public school system and revive the debate over school choice.

Romney, who has been reluctant to stray far from the economic issues at the core of the presidential campaign, outlined the proposal during a speech Wednesday at the U.S. Chamber of Commerce.

"Millions of kids are getting a third-world education. And America's minority children suffer the most," Romney declared. "This is the civil-rights issue of our era. And it's the great challenge of our time."

He continued: "President Obama has made his choice, and I have made mine. As president, I will be a champion of real education reform in America."

Romney said he would let low-income and disabled students use federal money to attend public schools, public charter schools and, in some cases, private schools. Federal funds could also be used for tutoring or digital courses.

The plan is line with GOP reforms aimed at giving students more educational choices. But it's unclear how schools in areas that depend on the federal funding would fare.

The proposal was not expected to include any new federal money for education.

Romney so far has offered few details for his plans on several key policy areas, including foreign policy, health care and education. He attacked Obama's education policy and said it's heavily influenced by campaign contributions from teachers' unions.

"The teachers' unions are the clearest example of a group that has lost its way," Romney said. "The teachers unions don't fight for our children."

The message is consistent for Romney, who regularly heaps criticism on the Democratic president's policies but until now has only offered a vague road map for what he would do as president.

White House spokesman Jay Carney said Wednesday that Romney's shift to education was welcome after a campaign season in which he said the GOP rarely mentioned the issue.

"Education never came up in the Republican primary in any of the debates, or if it did, it came up almost never," Carney said.

Carney said Obama's education initiatives have received broad bipartisan support and that the president "looks forward to defending that record."

Taking a sharper tact, Obama's campaign said the budget Romney signed into law as Massachusetts governor cost 14,500 teachers, librarians and school police officers their jobs.

"Not exactly the record of a job creator," campaign spokesman Ben LaBolt said.

"Mitt Romney gave a vague, detail-free speech this morning on education and confirmed, as if there were any doubt, just how far back he would take us," LaBolt told reporters on a conference call arranged to respond to Romney's speech.

Romney's shift carries some risk. His regular criticism of labor unions, in particular, threatens to alienate voters in Rust Belt states like Michigan, Ohio and Pennsylvania, where a close election may be decided.

Before the speech, Romney announced Tuesday a team of education policy advisers that includes former Education Secretary Rod Paige and other officials from President George W. Bush's administration. Paige is among several prominent opponents of teachers' unions on the panel. As education secretary in 2004, he labeled the National Education Association a "terrorist organization."

Romney's positions on education have evolved over time. He once supported abolishing the Education Department but reversed that position as a presidential candidate in 2007. At the time, he said he came to see the value of the federal government in "holding down the interests of the teachers' unions" and putting kids and parents first.

Romney also changed his position on the Bush-era education overhaul known as "No Child Left Behind." He said he supported the law as a candidate in 2007, but he has since generally come out against the policy many conservatives see as an expansion of the federal government.

Romney continues to support the federal accountability standards in the law, however. He also has said the student testing, charter-school incentives and teacher evaluation standards in Obama's "Race to the Top" competition "make sense," although the federal government should have less control over education. The campaign in recent days has emphasized his support for charter schools while governor of Massachusetts, a theme Romney weaved into Wednesday's address and met with opposition from Obama's team.

"We know from experience that private school vouchers have failed to raise achievement and they drain resources from public schools that serve the vast majority of children," Obama policy director James Kvaal said on the conference call.

The speech represents Romney's first public event in four days. Working to close Obama's cash advantage, he's coming off a three-day fundraising swing in the New York area that his chief finance aide said had netted $15 million. A single finance event in Manhattan on Tuesday evening generated $5 million.

Still, the campaign is eager to drive a positive message for voters now tuning in to the contest.

The education speech follows a relatively quiet phase for Romney, who has been focused on fundraising but usually delivers one major address a week. Most of his recent speeches, however, have been about the economic themes that so far have defined his campaign.

New SPOT Skin Cancer? Program Launched | spacecoastdaily.com

Loading the player ...

Cancer Detection and Prevention

(Video by MDAnderson.org)

EDITOR?S NOTE: With summer upon us, and the need to be ever mindful of the effects of sun exposure on our skin, the press release below from the American Academy of Dermatology, which focuses on?heightening?the awareness of skin cancer and how best to prevent and detect it early, came at a very opportune time last week on ?Melanoma Monday,? May 7th.

SCHAUMBURG, IL?(May 7, 2012)?-Doing a little detective work can go a long way in finding skin cancer, the most common form of cancer diagnosed in the United States, at its earliest, most treatable stage. However, a new survey found that many people do not know how to spot skin cancer and are unaware of their risk of developing the disease.

In an effort to increase the public?s understanding of skin cancer and motivate people to change their behavior to prevent and detect skin cancer, the American Academy of Dermatology (Academy) today launched the new SPOT Skin Cancer? public awareness initiative. The campaign?s simple tagline ? ?Prevent. Detect. Live.? ? focuses on the positive actions people can take to protect themselves from skin cancer, including seeing a dermatologist when appropriate.

Dr. Siegel

?Unlike other types of cancer that can?t be seen by the naked eye, skin cancer shows obvious signs on the surface of the skin that can be easily detected by properly examining it,? said board-certified dermatologist Daniel M. Siegel, MD, FAAD, president, American Academy of Dermatology. ?The goal of SPOT Skin Cancer? is to help save lives by educating the public on how to protect themselves from the sun and how to examine their skin for suspicious spots.?

SURVEY STATISTICS:
The need for a comprehensive skin cancer resource is evident based on the public?s general lack of understanding of detecting and preventing skin cancer. In fact, the Academy conducted an online survey of adults nationwide which showed:

  • Almost three-quarters of respondents (74 percent) did not know that skin cancer is the most common form of cancer in the U.S.
  • Only half (53 percent) of respondents knew how to examine their skin for signs of skin cancer.
  • Thirty percent of respondents were either unsure or did not know that skin cancer can be easily treated when caught early.

Learn to periodically check yourself and bring any suspicious "spots" to the attention of your physician.

?When it comes to skin cancer, our survey demonstrates that knowledge is power,? said Dr. Siegel. ?For example, respondents who know how to examine their skin for signs of skin cancer were more than twice as likely to have shown suspicious moles or spots to a medical professional as those who did not know how to spot the warning signs of skin cancer on their skin. In some instances, this knowledge can mean the difference between life and death, which is why it is so important to see a dermatologist if you notice a spot on your skin that is changing, itching or bleeding.?

SKIN CANCER FACTS:

  • More than 3.5 million skin cancer cases affecting 2 million people are diagnosed annually.
  • Current estimates are that one in five Americans will be diagnosed with skin cancer in their lifetime.
  • The five-year survival rate for people whose melanoma (the deadliest form of skin cancer) is detected and treated before it spreads to the lymph nodes is 98 percent.

Monday, May 7, is Melanoma Monday??and the official launch of Melanoma/Skin Cancer Detection and Prevention Month?. Also debuting on Melanoma Monday??is the SPOT Skin Cancer? program?s new website ??www.SpotSkinCancer.org?? where visitors can learn how to perform a skin self-exam, download a body mole map for tracking changes in your skin, and find free skin cancer screenings in their area. Those affected by skin cancer also will be able to share their story via the website and download free materials to educate others in their community.

Dark horse set to ride into space race, strapped to world's largest solid rocket booster

Liberty-solid-rocket-system-launched

Alliant Techsystems (ATK) may not be on top of your betting card, but it has plenty of shuttle motor pedigree. To compete with the likes of SpaceX, Astrium and others, it's putting that technical savvy into its Liberty system to carry seven astronauts -- or tourists -- and cargo into low earth orbit. The huge 300-foot rocket and composite crew module would use ATK's solid rocket motor, originally designed for the ill-fated Ares 1, along with EAD's Ariane 5 engine, to become the heaviest lifter in NASA's fleet. Already knee-deep in a separate project, the Space Launch System designed to send Orion into deep space, ATK would like to wean NASA off it's pricy $63 million Russian ISS hitchhikes with a cheaper option that could be mission-ready in just three years. We've heard that kind of talk before, but if Liberty pulls it off, it could give our out-world aspirations a much needed ticket to ride.

Insert Coin: Hand Stylus for touch devices

In Insert Coin, we look at an exciting new tech project that requires funding before it can hit production. If you'd like to pitch a project, please send us a tip with "Insert Coin" as the subject line.

Image

Inventive scribbler Steve King -- no, not that one -- is working his fingers raw trying to raise $25,000 on Kickstarter. His project, the colorfully-named Hand Stylus, works with all your capacitive touchscreens, sports a retractable nib that rotates to avoid uneven wear, and even sticks to the magnet on an iPad. While it can't replace the need for natural digits, it could potentially come in handy while taking notes, sketching, cooking, or experiencing frostbite. Skip down below the break for a video if you need more convincing, or you already lost the one that came with your Galaxy Note.

Blind Chinese activist makes dramatic escape from house arrest

Chen Guangcheng is now sheltering in the US embassy.

Chen Guangcheng's blindness was a help and a hindrance as he made his way past the security cordon ringing his farmhouse.

He knew the terrain ? he had explored his village in rural China as a blind child and moved as easily in darkness as in daylight. He was alert for the sounds of people, cars and the river he would have to cross.

But he stumbled scores of times, arriving bloody at a meeting point with a fellow dissident ? the first of an underground railroad of supporters who eventually escorted him to safety with U.S. diplomats.

A self-taught lawyer who angered authorities by exposing forced abortions, Chen is now presumed to be under U.S. protection, most likely in the fortress-like American Embassy in Beijing. Details of his improbable escape ? making his way last week through fields and forest, then being chased by security agents in Beijing ? are emerging in accounts from the activists who helped him.

Chen and his family had been harassed and kept under house arrest since the summer of 2005, except for a four-year period when Chen was jailed on charges of disrupting traffic and restrictions were eased on his wife and daughter. The couple's young son lives with his mother's sister.

After Chen's release in September 2010, the family was again placed under house arrest, their movements severely restricted, with even 6-year-old daughter Kesi subjected to searches when she came home from school. Chen and his wife, Yuan Weijing, were beaten several times.

The 41-year-old activist hatched his escape plan months ago with a simple idea ? he would just lie still, said Bob Fu, founder of the Texas-based rights group ChinaAid and one of a handful of people to speak to Chen since he fled his village.

For weeks on end, Chen stayed in bed, saying he was too feeble to rise.

In fact, Chen wasn't well; his stomach was bothering him as it had for years. But he exaggerated his condition to lull the guards into a sense of complacency.

The ruse worked. The guards didn't look in on him constantly, assuming he was still bedridden, and when he escaped under cover of darkness, it took three days for them to notice.

"He did a darn good job. ... He prepared for months, at least two months," Fu said. "He didn't really move much, just laying in bed and making the impression that he couldn't move."

The night was cool with just a sliver of crescent moon in the sky on April 22 when Chen slipped out of his farmhouse in eastern China's Shandong province. Blinded by fever as a child, Chen grew up exploring the nearby cornfields and dirt paths sightless, so he had his bearings.

It wasn't the first time he had run away from Dongshigu village and his bitter, nearly decade-long feud with local officials.

In 2005, Chen, his wife and a friend made a dash out of the village, running through a cornfield to evade guards. He and his friend got all the way to Beijing, where they met with diplomats and journalists, but his wife was captured. Days later, Chen was seized by security guards on the streets of the capital and returned to house arrest.

On that brief escape he had been helped by his sighted friend; this time Chen was alone.

He followed a path to a field and from there took a road he knew would lead him to a narrow river. After crossing it, he entered a wooded area that gave way to less familiar territory, ground that continually tripped him up. He fell at least 200 times, he would tell his supporters.

He walked for hours, trying to put as much distance between himself and his heavily guarded home as possible before daring to slip a battery into his mobile phone and call He Peirong, a Nanjing-based English teacher-turned-activist who had promised to help. She was waiting with a car.

When she finally found him, Chen was wet, covered in mud and blood, and had numerous cuts and bruises.

"He was in very unbelievable shape when he was picked up," said Fu, citing a conversation with He. Chen "was trembling, was physically weak. ... But he was determined to escape from that miserable condition."

Fu said Chen took a few days to recuperate before making a video appeal.

Uploaded to YouTube and Boxun.com five days after Chen's escape, it showed the blind activist wearing a Nike windbreaker and his trademark black sunglasses, looking relaxed and sounding strong. In it, he pleaded with Premier Wen Jiabao to punish the local authorities who had subjected Chen and his family to 20 months of house arrest, repeatedly beating them.

It was apparently taped in Beijing after He drove Chen north and handed him off to another activist, who brought him to the capital.

He herself was detained Friday by police. Hours before, she told The Associated Press she had been in contact with Chen's relatives, who told her that when the local village chief discovered Chen was gone, "he was furious."

They beat Chen's wife, his brother and his adult nephew, she said.

In Beijing, Chen was mainly aided by Guo Yushan, founder of a think tank set up in 2007 in the capital's university district.

He also met with prominent activists Hu Jia and Zeng Jinyan, posing for smiling snapshots with the couple ? pictures they later posted to Twitter. They discussed Chen's plan, saying he wanted "justice and freedom," and insisted he had no intention of leaving China.

Zeng said he seemed thinner and his hair was grayer than she remembered it, but that he was full of conviction.

"He was very certain and very clear," Zeng said. "He wants justice for his case and his family and he doesn't want to go abroad, doesn't want exile."

Despite his desire to stay in China, Fu now says China and the U.S. are close to a deal that would see Chen and his family given asylum in the United States. It could be announced within days, he said Monday.

Several others besides Guo helped Chen in Beijing, but Zeng and Fu declined to name them for fear they would be rounded up by security agents.

He, the former schoolteacher, has not been heard from since her detention Friday; Guo was detained and released but did not respond to a request for an interview. Colleagues said it wasn't "convenient" for him to talk, suggesting he is under pressure from authorities to stay silent.

Zeng and her husband also were questioned, with Hu spending 24 hours in custody.

The only tidbit Fu dared to offer about Chen's experience in Beijing was that he was involved in a car chase by security officials while being driven by a fellow dissident. But the agents were after the driver and didn't even know Chen was in the car.

"If they had known Chen was there, they probably would have shut down all of Beijing's traffic," Fu said.

EPA official resigns over 'crucify' flap

Al Amerdariz, the top EPA official for Texas, New Mexico, Oklahoma, Arkansas and Louisiana, has drawn fire for referring to Roman?crucifixions?in saying he'd make examples of environmental offenders.

The Obama administration's top environmental official in the oil-rich South Central region has resigned after Republicans targeted him over remarks made two years ago when he used the word "crucify" to describe how he would go after companies violating environmental laws.

In a letter to Environmental Protection Agency Administrator Lisa Jackson sent Sunday, Al Armendariz says he regrets his words and stresses that they do not reflect his work as administrator of the five-state region including Texas, New Mexico, Oklahoma, Arkansas and Louisiana.

The environmental engineer apologized last week for his remarks. A senior administration official, speaking on condition of anonymity because of the sensitivity of the subject, told The Associated Press that Armendariz has since received death threats. His resignation was effective Monday. Sam Coleman, a career official who led the agency's response to Hurricane Katrina and served as Armendariz' deputy, took over as acting regional administrator.

"I have come to the conclusion that my continued service will distract you and the agency from its important work," Armendariz wrote in the letter, which was obtained by the AP.

Republicans in Congress had called for Armendariz' firing after Oklahoma Sen. James Inhofe highlighted the May 2010 speech last week as proof of what he refers to as EPA's assault on energy, particularly the technique of hydraulic fracturing, or fracking.

President Barack Obama appointed Armendariz in November 2009 at the urging of Texas-based environmental groups.

The agency, perhaps more than any other, has found itself in the GOP's crosshairs. Republicans ? including presidential contender Mitt Romney, who has called for Jackson herself to be fired ? have blamed the agency for high gasoline prices and clamping down on American energy.

Armendariz, who was based in Texas, frequently found himself at odds with the state government and the oil and gas industry, which are often aligned.

The scientist and environmental activist had long been frustrated by the government's inability to clean up Texas' notoriously polluted air, and he had testified on behalf of activist groups about just how badly the EPA and state environmental agencies had botched things.

Ken Kramer, director of the Lone Star Chapter of the Sierra Club, said "the only people who will celebrate his resignation are the polluters who continue to foul Texas air and the politicians who serve those special interests."

Several disputed contamination cases in Texas in which Armendariz was involved helped stoke environmental concerns over fracking, a technique in which oil and gas producers inject water, chemicals and sand underground at high pressures to fracture rock so gas can come out.

In one case, the EPA issued an emergency order in 2010 accusing Range Resources of contaminating an aquifer west of Fort Worth and giving it 48 hours to provide clean drinking water to residents. Armendariz said he went around the state because it wasn't responding quickly enough. The order later was withdrawn after a state court ruled evidence that fracking had caused the contamination had been falsified.

"He was flat wrong," wrote more than two dozen lawmakers in a letter to Jackson sent Friday, calling for Armendariz' firing.

Armendariz' speech was made in Dish, a small town northwest of Dallas, where testing has shown some groundwater contamination and elevated toxic air pollution after operators began fracking.

Referring to how the Romans once conquered villages in the Mediterranean, Armendariz said, "...they'd find the first five guys they saw and they'd crucify them."

"And so you make examples out of people who are in this case not complying with the law," he said. "Find people who are not complying with the law and you hit them as hard as you can and make examples of them."
